Legislative Context: Why Do Bills Die?

In the Pennsylvania General Assembly, thousands of bills are introduced each session, but fewer than 7% typically become law. Bills frequently fail due to institutional bottlenecks: committee chairs refusing to schedule votes, chamber leadership declining floor time, or disagreements between the House and Senate. A bill dying does not prove an individual representative personally caused it to fail, but examining prime-sponsored outcomes illuminates an official’s effectiveness in navigating the legislative process over 16 years.
